FCC Mega-Constellation Ruling: What the New Debris Mitigation Rules Mean

The FCC's updated debris mitigation framework adds real teeth to deorbit requirements. We break down who's compliant, who needs to adapt, and the emerging market for active debris removal.

The Ruling

The FCC finalized its updated orbital debris mitigation rules, requiring:

  • 5-year deorbit for all new LEO satellites (down from 25 years)
  • Collision avoidance capability mandatory for constellations >100 satellites
  • Financial assurance (bonding) for deorbit compliance
  • Post-mission disposal plans submitted at licensing
  • Who's Affected

    Already compliant: SpaceX Starlink (satellites have propulsion and deorbit in ~5 years), OneWeb, Planet Labs

    Need to adapt: Several smallsat operators launching CubeSats without propulsion. This effectively mandates propulsion on any satellite above ~400km altitude.
